"This Draft didn't come over night" :RADHILU CHAI TECHI, Chairperson, APSCW

Amidst the thunderous hue and cry among the masses over the incessant precipitation of the Marriage and Inheritance of property Bill, Smt Radhilu Chai Techi Chairperson of APSCW in the press conference expressed her clarification over the draft.
She clearly stated, "Since 2005 women commission led by the first APWWS President Smt. Jarjum Ete, they have been working on women rights, polygamy, and other evil practice, the talks on the property was also prevalent. But today its 2021, more than 15 years have passed, still people trolls the women commission, of doing this and that but there is no outcomes, she said even the intellectuals, are like that, So being a Fifth body of the woman commission, having been appointed since 2018 December, we had a concern over marriage issue, polygamy, child rights, drugs abuse, and a property rights, we have always discussed these issues, the current draft is the outcome of prolonging debate and discussion"
Chai Techi further stated, “ The talks on property rights is as old as me, and one of the pioneer of the women welfare society Smt.Gumri Ringu is sitting beside me, we had hundreds of programs, meetings and discussion, we even took a legal advisor and talked with CBOs who came as a resource person, since 2019 on the occasion of International women’s day, we have repeatedly brought out this issue, invited resource persons, experts, representatives from various districts of Arunachal Pradesh consisting of various tribes, we have taken their opinions on the existing customary laws and even seen the loopholes existing within the customary law, We had many other representatives from various groups like ABK women wing, GWS women’s wing etc so we invited all the president and secretaries and even AAPSU President and Gen secy, it was a huge program with enough number of participation, therefore the draft didn’t appear overnight, past three years we had continuous process"
Chai informed, after the end of the program, it was agreed that property rights should be given to women and Polygamy should be ended.
Having said that she further stated " In 2020 amidst the pandemic we even had some meeting over “can we have a common law in our state like the state of Mizoram".
Chai mentioned that having common law over “Marriage and Inheritance of property bill” was agreed upon.
She further stated they didn’t talk about the other part of customary law but rather invited CBO’s of various communities to be part of the drafting committee.
chai went on to say, "Then in 11th July 2021, at hotel Pybss, at the initiative of the women commission a bill was drafted by the drafting committee and various CBO’s including AITF was invited, APWWS, GWS, ABK NES, MWS, AAPSU, Advocates, academicians of RGU, we invited them all to participate in the process. So clause by clause the bill was taken care of in detail, the consideration of which act in the draft should be deleted and which one to be taken forward was discussed precisely, so it was not like ki overnight draft bangya hain and on 25th July 2021 final drafting committee was held at DK Convention hall IG Park and there the APSLSA, BJPMM, AAPSU, NES, APSCW, AITF was invited, we had three rounds of meeting, and three years of rigorous process"
Chai also rendered her gratitude to the Hon'ble Chief Minister Shri Pema Khandu for giving assurance over the said bill.
she stated, "HCM will look at the draft in the next assembly session by taking concern from various CBO’s for a wider discussion on this topic”
she appealed to the denizens, "If you have
any opinion regarding some clauses of the draft, you have the right to come up
through some process, you have your NGOs & CBO’s, please place your grievances through the proper forum”
She said in the press conference, the social media trollers should not come up with a reaction without reading the bill,
she also expressed “that is not the way a civilized society works”
She further
went on to explain the practical problem that comes to a women commission when
solving a case, " whenever some women come to us with the case of domestic
violence, she gets her case registered or she doesn’t, she has no option but to
accept the second wife of her husband, she has to accept the polygamy”
She further
bellowed “ When someone says“aaplog polygamy ka baat kijiye, property ka maat
kijiye, but these two are interlinked problems, because the first wife cant go
back to her parents,she gets no rights from her parents, samajdar parents
detahe, but as per law it is not there in Arunachal Pradesh, so she has to
accept the situation, because she knows that she cant support herself and her family."
She appealed the citizens irrespective of male or female to see that whatever has happened in past has gone but make sure that our future sons and daughters won't have the problem in future because of some customary laws which are not in the interest of Women.

Radhilu Chai Techi is a narcissist wannabe. Who is trying too hard to cover up her real motive behind. Nobody is opposing the property bill except for the clause in which it is mentioned the inheritance of property by non-APST having APST mother. I think Radhilu Techi do not have the slightest clue that this particular clause will destroy the ILP system.
