The second day of the Monsoon session of the seventh Legislative Assembly concluded: KEY POINTS TO TAKE AWAY

ITANAGAR:The second day of the monsoon session 2021 was held for a longer duration compared to the first one. The entire session was separated into two viz the morning (10:00 AM to 12:30 pm) and the afternoon session (2:30 PM TO 6:00 PM)
The entire session had the following list of Business in the house:
1. Question hour
2. Zero Hour Discussion
3. Short Duration Discussion
4. Bill for Consideration and Passing
1. QUESTION HOUR
a) Issue of STs to the Mishing Tribe
The question hour commenced with the question raised by Hon'ble MLA Lombo Tayeng, Wherein Tayeng stated, "Mishing Tribe residing in the East Siang District enjoy the issuance of Schedule Tribe Certificate, whereas the said tribe are deprived residing in the district like Lower Dibang Valley and Namsai, so will the govt take the steps to issue ST Certificate to the Mishing tribe residing in Lower Dibang Valley district and Namsai district on the same line to the issue of ST certificate in the East Siang"?
Hon'ble Alo Libang replied Tayeng before the Hon'ble Speaker that, "ST certificate is given to those Schedule Tribe people according to the constitutional amendment bill 1950, but unfortunately, Mishing tribe is not incorporated in that act so whosoever may be getting the ST certificate in Pasighat may have procured it in others name. The concerned Deputy Commissioner of the district is giving STs as per the constitutional inclusion under 1950 and 1951"
Tayeng retaliated, "under what circumstances the STs are issued? Mishing ka notified list me nahi he lekin enjoy karahahe, toh left out Mishing community ko baki district me kia ST issued hoga "?
Alo Libang said, "agar East Siang district me Megu-Pegu-Doley, etc me ST certificate diahe toh kis basis me dia hain usko hum Deputy Commissioner se jankari jansaktai, other than that we can even set up an enquiry"
b) Issue on EMR school
Hon'ble MLA Wanglin Lowangdong also raised his question pertaining to the EMR (Eklavya Model Residential) School in the state. He asked, "why the GoAP issued notifications, without any concern of the authorities concern and not even to the concerned MLA to authorise certain NGOs to run the School"?
Minister Health & Family Welfare, Women & Child Development and Social Justice Empowerment & Tribal Affairs. Govt. of Arunachal Pradesh, Alo Libang replied, " EMR school is for the interest of the tribals in the state, any NGOs, CBOs etc who are interested to run the school keeps submitting their application to the state government, wherein the government takes decisions and meeting who can run the school with their interest Any EMR school which is on the verge of completion can be authorized to be run by the interested NGOs"
C) Mechanisation on Farming
Hon'ble MLA Ninong Ering raised a question pertaining to the mechanization on farming viz "what ideas and steps that our state government is doing for mechanizing our state's farming sector"? Ering also suggested what if we can focus more on the procurement of farm machinery rather than the pesticides.
Hon'ble Minister Tage Taki replied, "we will provide tractors this year and even in the next year but it is not possible to provide tractors for every household.
Taki went on to say that the state has even failed to provide performance in the census which is one of the restricting factors to not receive funds from the centers.
we must take forward the co-operative system of Fund mechanization, This I give an assurance," added Taki
d) Lower Siang district issue
Hon'ble MLA Lower Siang Kardo Nyicyor raised an issue pertaining to the Lower Siang district. He asked, "agar district teritorry jurisdiction dispute ka saat me yeh appointed date connection nahi he aur district headquarter ko lekar ke agar appointed day me kuch relevancy nahi he toh hume appointed day with ex-factor approval ka saaath me dedenese thik he kyuki in legal point of view humara lower siang dist jo he aajtak illegally function horehe hain toh yeh court ka kehna he ar mere hisab se appoined day jo he district ko functionalization karneka ek official order he ...." he kept on stating that the district is being functioned since 2017 and he needs an official appointed date.
HCM Pema Khandu replied to that statement that the government understands the problem of lower siang and acknowledge what Nyicyor has raised pertaining to that. Khandu said, the cabinet has created a committee headed by Hage Tari, and recently the committee conducted a public hearing and their report is being awaited till 28th September and after that, the government will see to it.
Khandu urged both the neighbouring district to refrain from using "Adi Galo" in the boundary dispute, to bring an amicable solution both the communities need to work together, without that it won't end.
e) Forest land Encraochment issue
Hon'ble MLA Techi kaso raised a question to the Minister of Forest pertaining to the encroachment of forest land within the few villages that comes within the Itanagar Capital, the ICR receives the drinking water from regions like senki -Poma-Popu etc therfore if the forest in these regions gets depleted , deforested and encroached, the time is not far when the entire capital will face an accute drinking water supply, so what the concern Minster has to say on this.
Hon'ble Minister Mama Natung replied, "Total wildlife sanctuary is 140.8 sqkkm in Itanagar,out of which11.25 sqkm excluded areas is for Itanagar and 17.92 sqkm excluded for seven villages namely Tara-julee, Joram-Sood, ganga-pam and jollang . Hitherto 25sqkm is within the capital which is getting encroached hence the state government understand all the problem raised by the Hon'ble Techi Kaso in totality.
Natung conlcuded that the dont just depend upon the government , everyone should have an equal pariticipation in conserving our forest land and stop the further encoraochment . Natung also assured of an eviction drive against those who encroached the land within the 25 sqkm of ICR.
f) Nano-Technology issue
Hon'ble MLA Wanglam Sawin raised a question pertaining to the early disruption of the road constructed on the basis of Nano-Technology in his locality, now who will be responsible for the repairment of the destroyed road. The Tirap-Changlang-Longding Roads needs maintenance.
Hon'ble Minister Honchun Ngandham replied, "The use of Nano-Technology was very new to us, the early disruption of the road might have been due to soil moisture, climate,rainfall, and the contractor might not have enough idea on how much chemical should have been used while applying on the top soil. The experts have been sent to TCL area and with their report having subitted to the government , then the further process will be dealt.
Hon'ble Gabriel D Wangsu stood up in support of the Sawin and said , "the govt's reply to the Nano-Technology was unsatisfactory , The use of Nano-Technology in the region is totaly wrong and in future no region in the state should be imposed with the construction based on this Nano-Technology since the climate and topography of the state is not suitable for it, Today the publics are suffering because of this"
Hon'ble Speaker PD Sona also sided towards Wangsu and Sawin and raised a question, "If the result of the pilot project of using Nano-Technology in certain region was not successfull then why it has been used elsewhere, the same had been used in Mechuka and lots of potholes and disruption has been witnessed today.

HCM Pema Khandu interrupted to this and replied , in PMGSY The use of Nano-Technology was selected in certain regions and the work was processed at the same time. The success rate has not been good enough however the Nano-Technology was brought in for the goodness of our state but unfortunately we are facing the unprecedented negative results of Nano-Technolgy. In the days to come we will arranged some funds and make sure those roads are being repaired"
2. ZERO HOUR DISCUSSION
Hon'ble MLA Lokkam Tassar raised the matters regarding the Centralization of transfer adn posting of groups "C" adn "D" staffs of district administration (DA) to General Administration (GA) department and Mechanism to monitor the detail works progress reports of all Government employees (Contractual and Regular)
He focussed on making the de-centralisation of Group C & D staffs in the inter-district level based.
HCM Pema Khandu replied the inter-district transfer posting is not possible in the state, instead we should focussed on output generation with the DC in certain concerned.
HCM stated, "inter-transfer agar kardega toh baki district toh khali hojayega, humara health and education department me apna concern he ,apna falana jagame staff nai he, whereas number deka jaye toh govt employement ka sankhya bohot huge he, proper deployement nai hone ka karan kahime concentration bohot jada he for example Naharlagun-Itanagar me bohot conctration he, agar inter-disrict transfer kardega then system will collapse, sab ek jagame concentration hojayga, toh dur daraj jaga me kaun jake kam karega? so filhal hum isko sustain nahi kar payega, rather apna apna district ka employees ko motivate kijiye and within rule we also have weapon to correct those govt employee dont render their job in a proper"
3.SHORT DURARION DISCUSSION
1/Recognition of the Unsung Heroes in the state
Shri Ninong Ering raised the short duration discussion regarding the Recognition of freedom fighters of Arunachal Pradesh. Citing the example of Anglo -Abor war Ering narrated few historical background that he himeslf was not awared of, he mentioned many names who laid down their life for the land, fighting against thr Britis , and an unsung warriors in the mist of our life process.
Ering strengthened that these unsung warriors should to be acknowledged and Memorials needs to be errected on mark of their respect, plus adding an another tourist attraction in the state.
Hon'ble Lombo Tayeng also stressed the similar discussion and stated "we ADIs have never been recognised because we ADIs never boast of ourselves as a fighter or as a greatwarriors but when other people acknowledge us, we do admit that we were brave warriors"
Hon'ble MLA Kaling Moyong asserted his stand on the discussion and reflected a sign of support in the discussion of recognising the unsung heroes by citing the history of Anglo-Abhor war.
Hon'ble MLA Wanglin Lowangdong raised with the same and stated "ADI Warriors ferocious in battles with British , laid down their land , we must remember the tremendous sacrifice our forefathers made for us. Our state also have an equal share in the fight for freedom in the history of the country, The singphos, khamptis,and others tribes had many warriors who have never been known by many .
Hon'ble Former Chief Minister and MLA Nabam Tuki expressed his stand on the discussion on redering due respect and acknowledgment for their sacrifices.
Lastly the Hon'ble Deputy Chief Minister Chowna Mein also rested his word by stating "Sabhi ko recogniton dena hoga, and aswasan dena chahunga sarkar ke tarafse pura madad karenge ,apna indigenous culture ko promote karne keliye"

Afternoon session :
Hon'ble CM Pema Khandu also gave his statement that," through the discussion we came to know about the history of our state, and also about certain wars that our people has fought, By 20th January 2022 we will be entering into Golden Jubilee since the induction of our state's name in the year 1972 we have planned a one month long of celebration, we will create a committee and prepare a list. Our history should be incorporated through the textbook. We will honour all the families of those unsung heroes"
Hon'ble MLA Lokam Tassar raised a short duration discussion regading the "Impact of de-population across the Indo-Tibetan border regionof Kurung Kumey district and the remedical measures to address the de-population. In the discussion other members of the house namely Mutchu Mithchi and Dasangla Pul raised their issue regarding the governmetns attention towards their region as well.
4. BILL FOR CONSIDERATION ADN PASSING
HCM PEMA KHANDU Moved the Arunachal Pradesh re-organisation of district amendment bill 2021 into consideration.
The Hon'ble Deputy Speaker conlcuded the house confirming the passing of the bill through the Ministers and Members of the house present in the seventh session of the seventh Legislative Assembly.
The house was adjoured sine die.
