SIC Investigation cell (Vigilance) Updates on "Murgkongselek to Ruksin Railway Project.

ITANAGAR:
Special Investigation Cell (vigilance), Itanagar addressed the media In the matter to irregularities in fixation of the land value and other assets in railway project viz MurkongSelek to Ruksin, In
Pasighat, East Siang District.
The SIC mentioned the
key conspirator and prime accused Ennyo Nangkar , the then Director , LM,
Itanagar and Ojing Nangkar , the then DLRSO, Pasighat arrested by the SIC.
Why in the
News?
The SIC Dr. Hemant Tiwari, IPS, SP SIC(Vig), stated, “The
accused Ennyo Nangkar and Ojing Nangkar being real biological brothers hatched a conspiracy in connivance with other unknown
officials and Pvt. Persons. Whereas OJing Nangkar, the then DLRSO of the East
Siang district has suppressed the recommended rate of the board constituted
by the then DC Pasighat for fixation of the rates of land to be acquired for the railway
project. He had used an internal “in-process” communication of the Assam Govt. (Between Co and SDI, Jonai) and
proposed the rate of Rs.11,91,700/- to the Govt without taking approval of the
DC.”
The SIC on the Press release also mentioned that “The
Directorate co-accused Enyyo Nangkar, the then Director, land management has taken approval of one different set of
rates for land acquisition by the govt. Later on, he inserted (Handwritten)
these exorbitant rates in the note sheet and fraudulently communicated these
rates to the dist administration Pasighat".
On getting funds from railway
m co-accused Tamiyo Tatak, the then DC pasighat in connivance with DLRSO Oing
Nangar had disbursed the compensation
without following due process.
These two accused were at large for the past six months, Initially, they approached the Hon’ble Gauhati High court, Itanagar Permanent Bench, Naharlagun for the pre-arrest bail which was dismissed by the Ld. Judge. Then both the accused absconded for input a month, in the meantime, they approached the Hon’ble Supreme Court by filing a special leave petition (SLP) For pre-arrest bail and got interim relief in the month of May. Finally, the case was taken up on 21st Sep 2021, wherein the Hon’ble Court has dismissed the SLP and directed the accused to surrender before the trial court.
What is the Update?
On 29th Sept 2021, both of them surrendered before
the Ld. Special Judge (PCA) Pasighat and applied for regular bail.
SIC has opposed the bail and requested 14 days Police remand of the accused Ld. Judge after consideration deliberations has dismissed their request for bail and awarded Nine days of police custody of both of them.
