First day of the Monsoon session of Legislative Assembly held : KEY POINTS TO TAKE AWAY

The monsoon session of the Legislative Assembly concluded its first day today, this is the 7th session of the 7th legislative Assembly of the year 2021 and it will conclude on 28th August 2021.
The session commenced at 10:00 hr with the Hon'ble Speaker PD Sona's arrival.
The first day of the seventh session had the following important Assembly Business held:

1. Obituary Reference
The Hon'ble Speaker PD Sona greeted the Ministers and Members of the House with heartfelt condolence with respect to late J.T.Takam Former Minister, Late Dibang Tatak Former Minister, and Late Mekap Dolo, Former Minister.
Hon'ble Ministers and the members of the house bestowed their heartfelt condolence to the Late former Ministers who rendered their esteemed service to the state. Starting from the Former Chief Minister and MLA Sagalee constituency Nabam Tuki to the Present Chief Minister of the state Pema Khandu, all laid their prayers and condolences to the late former ministers.
The house observed a two minutes silence for the departed soul of the Former Minister
2. Questions
The questions hour commenced with question no 6 raised by the Hon'ble MLA Tali, Jikke Takko, he expressed the inter-change of the question he wanted to raise pertaining to the ISSE(Integrated Scheme for school Education) Non-Teaching staff, but instead the paper mentioned SSA teacher. However Takko further stated, "its ok but I want to know from the Hon'ble Minister that , is there any process of regularisation of these Non-Teaching Staff from the elementary department, working at the DDSE, Director office etc."
The Hon'ble Minister of Education, Cultural Affairs & Indigenous Affairs, Taba Tedir replied to the question by stating, "Jitna bhi contigency staff hotahe, rules ke hisab se , jab bhi koi vacancy nikaltai, usko achase DPC betke usko regularise hotai otherwise direct nahi hotai"
Hon'ble MLA Wangling Lowangdong placed a question pertaining to the boundary dispute between the Assam -Arunachal in certain regions like the Dihing-Patkai region, asked "what steps the state government is taking to appeal to the supreme court on this matter regarding the notification released by the department of forest Assam"
The Hon'ble Home Minister Bamang Felix replied , "Govt is aware of the fact that Assam govt's notification, Government of Arunachal Pradesh has constituted a high power ministrial committe on 15h of july this year, The committe has set three meeting , District level committe has also been created. When the DCL recommends the inter-process across the state, then the Government of Arunachal will know the status of the disputed land"
Hon'ble MLA Ninong Ering stood in support of the Hon'ble wangling Lowangdong and stated, "Even after what proposal we have made, or what we are trying to do with good intent, will the Govt of Assam abide with a discussion that we had and not have issues as they had in Meghalaya or Mizoram, because about the now the Patkai Dihing is just an eyewash, they will capture our land in the name of preserving the forest which has always been us and they are trying to fix with the 1951 notification that our government our cabinet our people are vehemently opposing it, right from the student's union, NGOs and so. SO why can't we also send our representation to the Supreme Court so that while challenging this case, we can raise how can Assam place a forest reserve in the place of Arunachal Pradesh"
Hon'ble Home Minister Felix stated the GoAP will see to it and as foretold the GoAP will do further work only after the recommendation of the DLC from now to the next two months.
Ering also raised a question pertaining to the illegal recruitment in the education dept and urged the Hon'ble Education Minister to constitute an SIT and delve into the matter, to this the Education Minister Taba Tedir replied, "Action hum ne leliya he , enquiry bhi bithadia hain , har disrict ke ek format banake pucha ki APSSB ke baad kitne log ne join kia, so humne three district me illegal appointment mila, Siang,Kurung Kumey and west siang. Ilegal appointees ko humne terminate kia he as per report. Enquiry report jesse aur milenge uske tehet hum karwai karenge"
Forme HCM and MLA Nabam Tuki raised a supplementary question pertaining to the delay of Trans-Arunachal Highway construction and Road maintenance and repair, adding the Naharlagun-Banderdewa which is in the worst condition.
HCM Pema Khandu clarified that 394 km out of 978 km allocated under state PWD has been completed, NHIDCL has been allocated 753 km, Border roads of 394 km, and MORTH (Ministry of Road Transport & Highways, Government of India) have been given 341 km, in total 2400km Approximately are being monitored.
Khandu also stated that Road maintenance has always been a concern, but the onus of the maintenance falls on the MORTH but people keep asking the state PWD about the maintenance of the road transport, according to the contract, the contractor has to maintain the road after three years of construction but that too minute maintenance and not the major one.
He stated, "Unfortunately humare state me itna barish hotai , maintenance karna itna taklip hotai ki jab road ka destruction hojatahe, kafi major hojatahe, tohyeh contractor bhi nai karpatahe"
20% Fund comes from the centre for the maintenance purpose, He added
Khandu mentioned two types of Maintenance "Periodical renewal and ordinary repair" wherein the Fund allocated are insufficient.
Khandu also stated regarding the Pangin Road disruption, he said "rocky mountain hain,kamse kam three months lagega"
Govt has taken it seriously and is looking forward to it.
Later Hon'ble MLA Techi Kaso raised a question pertaining the Smart City ,"what the govt is doing regarding this" He further added "abhi tak kitna Fund aya? abhitak apne kitna tender dia? kitna payment dia? meeting bethaiga ki na?
Hon'ble Minister Kamlung Mossang clarified that the total Fund for the smart city was 1298.76 Crore, till today 151 Crore was released from the GoAP and from tat 83 crore payement had been done , and done a tender of 190 crore. According to the guidelines we have also formed smartcity advisory forum was constituted, Board meeting also had been done.
Kamle MLA Tarin Dakpe raised an issue of the frequent fire accident in the newly crafted Kamle Distrct. He quesioned "when will the govt establish a fledge fire station or supplement some ICR at Raga"?
Felix replied "Fire station banake keliye sirf ka role nahi hotahe, but manpower ka bhi jarurat partahe", But abhi fire station Raga me banane ka approval karne keliye humlog ka home dept me achuka hain, isko humlog move karenge jesa strategy measure lift hoga"
Phurpa Tsering Hon'ble MLA stated the similar supplementary statemtent pertaining to the fire accident at Dirang but even aftre the prolong promises of establishment of Fire station , till today the region has not witness that dream which was sought to be fulfilled long ago. "sabse nearest fire station dirang ka Bomdila hain , woh ate atey pura jhalke khatam hojatai, citizens gussa hoajatahe, ki abhi pucgya? sab jhalne ke baad? He asked
Hon'ble HM Felix stated, "Review meeting will be proceeded in the days to come, but more awareness on fighting the fire accident is required to be imparted among the masses"
On this the Hon'ble MLA Roing Mutchu Mithi said,"humare roing me fire station bhi he , fire brigade bhi he, but humare waha fire station khud hi jhalne ki khurak me he, toh humare fire station ko bhi thora dhyan rakhye"
Felix replied on this that he will also add Mithi's concern while proceeding for the matter. However Dakpe expressed his despondency and said, "dekega dekega bolnese nahi hoga, Govt humlog ko assurance denahe"
Hon'ble MLA Tanpho Wangnaw also raised questions pertaining to the delay of the water treatment plant, due to shifting from Longing town.
Minister Wangki Lowang raised several problems which are hindering the swift progress of the work of the water treatment plant that Wangnaw has raised.
3. SHORT DURATION DISCUSS
In the short duration discuss Hon'ble MLA Ninong Ering highlighted the issues pertaining to the restrictions that are upon the Tea cultivators, which is becoming a bottleneck in the midst of livelihood and progress. The restrictions on the cultivators have created a scenario of despondency among the growers.
Hon'ble MLA Somlung Mossang expressed affirmative towards the discussion placed by the Hon'ble Ninong Ering and put forward the importance of lands by saying "when we sow seeds on the land, it germinates, everything ,every development activities originates from land, so without a proper land documents , we cant go anywhere, so I would like to support this discussion whole heartedly"
To the discussion placed by Ering and Mossang, Hon'ble Minister Mama Natung assured that the govt would work out to get a complete lift of the restriction on the Tea Growers.
However, Deputy CM Chowna Mein kept his statement by briefing about the history and urge the unemployed individuals who have land to continue doing the cultivation and also gave an assurance that the govt will try to lift the restriction.
