Devolution of powers - functions, funds & functionaries (3F) to the panchayat for 29 subjects formally launched

ITANAGAR: The state Government of Arunachal Pradesh formally launched the long-pending Devolution of Powers to Panchayat Raj Institutions in the state.
Why in News?
The Programme with regards to the devolutions of Powers to the Panchayats was held at Banquet hall in Niti Vihar, Itanagar. HCM Pema Khandu highlighted the need for the devolutions of powers -functions, Funds, and Functionaries to the Panchayat for 29 subjects.
Khandu stated, "Due to the unprecedented Pandemic the government couldn't look forward on this matter, it was very unfortunate that the matter of devolution of powers to the Panchayat being existed in the words of the central government in the year 2014, the state government has failed to transfer subjects to the Panchayat"
Khandu urged all the members to Follow the 3F Model.
This would be based on Sustainable Participative Inclusive Comprehensive & Empowerment (SPICE) model.
HCM stated that the Panchayat power devolution shall follow the formulae of :
- A separate zilla parishad fund to be created
- 10% of state’s own revenues (SoR) to be devolved to PRIs in addition to FFC grants
- Fund devolution will be in criteria of population and area based on the ratio of 50:50
- 70% to be basic grants distribution, while 30 % performance grants
HCM Khandu envisaged that in the days to come the Panchayati Raj Institution will be self-sustained. Several dignitaries attended the programme headed by HCM.
