AAPSU & ANSU jointly rolls out strong demands | claims to annihilate the corruption in APPSC |" The APPSC Fiasco 2022 is a golden opportunity to revamp the system": Tana Dozi Tara President AAPSU.

On Thursday the state's apex student body All Arunachal Pradesh Student's Union (AAPSU) led by its President Tana Dozi Tara, General Secretary Ritum Tali, and All Nyishi Student's Union (ANSU) President Nabam Dodum addressed the media pertaining to the ongoing APPSC fiascos.
The event is a follow-up of the mass protest by the aspirants and their demands for justice, on which AAPSU and ANSU assured a strong fight for the aspirants.
He further went on to say, "Thousands and thousands of honest, hardworking, and deserving young workforces of the state have been repeatedly unfairly deprived over the years, and the persistent scams and loopholes unless timely intervened and rectified will pose a serious threat not only to the demographic dividend of the state but to the state as a whole"
AAPSU & ANSU jointly took cognizance of the whole matter comprehensively and placed strong resolutions for the same after closely analyzing the prima facie evidence and closely examining the various complaints in the existing cases along with the past fiascos.
"Immediate Suspension" of all the present incumbents of the Arunachal Pradesh Public Service Commission (APPSC) Chairman, Nipo Nabam Secretary, Jayanta Kumar Ray, All the Members (Tsering Naksang, Major General Ganesh Singh Bisht, Major General Jarken Gamlin, and Mepung Tadar Bage) and all the officers and staff were put forward by the body their point 1 of the Resolution.
"When we have such a good opportunity, let's not waste it," said Tara.
The other resolution included the "Immediate Termination" of Taket Jerang Deputy Secretary cum Deputy Controller of Examination of APPSC Tama Saroh, Junior Teacher Government Upper Primary School, Tarak, Pangin, Tanyang Gaduk, Head Assistant DDSE Office, Boleng.
"All these must be fulfilled within one week's time i.e., 7 Days from the date of receipt of this representation" added Tara.
Simultaneous Fastrack CBI Investigations, Enforcement Directorate (ED) investigations, and Independent Judicial Enquiry headed by Retired Judge of Supreme Court/High Court should be inducted into APPSC Scam.
"The present incumbents of the APPSC i.e., the Chairman, Secretary, members, and all the officers and staff of APPSC.Taket Jerang from 2004 onwards in various capacities. Shri Tama Saroh, his wife Mrs. Minoty Borang Saroh who was suspiciously recruited in APPSCCE 2017, and all their kith and kins are directly or indirectly involved. Since the used, his wife, and the APPSCCE 2017 are directly interlinked, APPSCCE 2017 must be thoroughly investigated from every possible end"
Tanyang Gaduk, his son Thomas Gaduk, their kith and kins, and all others directly or indirectly involved.
"The properties and assets (movable and immovable) and income details of Taket Jerang, Tama Saroh and Tanyang Padang must be thoroughly investigated if their income mismatched with their properties and seized if found so"
"Henceforth, all the officials and incumbents of the recruiting institutions of Arunachal Pradesh (APPSC and APSSB) must disclose their assets (movable & immovable) during their appointments for financial transparency and accountability"
Further, the Union demanded a Polygraph/Narcotics tests on Taket Jerang, Tama Saroh,nTanyang Gaduk and Mrs. Minoty Borang Saroh, Akhilesh Yadav, JEJU Institute, and all the students enrolled were put forward by the union.
"Dillip Saha, his networking in Arunachal Pradesh, and all the accomplices. All the then incumbents of APPSC including the Chairman, Secretaries, Members, officers, and staff during the APPSC fiascos from 2004 onwards and All the present and past officials of APPSC whose kith and kins are/were recruited through APPSC Examinations with special emphasis on Mrs Minoty Borang Saroh, DFCSO (APPSCCE-2017) wife of the accused Tama Saroh A.R.Talvade, former APPSC Secretary (2019-21) and his son Mr. Abhishek Talvade who was recruited in APPSCCE 2021-22 and all the previous Examinations conducted by APPSC during the time of Taket Jerang as an official in the APPSC i.e., from 2004 onwards must be investigated" bellowed AAPSU President.
Since the major fiascos in various examinations conducted by APPSC happened from 2004 onwards when the mentioned person was promoted as an Assistant Section Officer (ASO), all the examinations must be thoroughly investigated post-2004 with special emphasis on the following points:
a. Paper leakage scam of APPSCCE 2014-15,
b. Issues of Incorrect questions and out of syllabus outcry of 2017,
of incorrect questions and
c. Agricultural Development Officers (ADO) 2017
d. Non-compliance of 1:3 issues in APPSCCE 2021-22
e. JE(RWD) Examination 2021-22
f. ADO Examination 2022
Union also stressed on the Re-investigation of all the past case-related APPSC fiascos like APPSCCE (2014-15, 2017-18, etc) and Money-for-Job Case of APSSB, 2020 (Kapter Ringu case) to be included within the ambit of CBI investigation.
The Department of Personnel and Training (DoPT) and Department of Administrative Reforms (DAR) in connection to the reasons for repeated blunders and mistakes happening in the entire recruitment system since the inception of APPSC and the reasons for non-termination of the accused officers like Kapter\Ringu during 2018 APSSB Job-For-Money Case to be taken into account under CBI.
The resolution included the immediate cancellation of the Senior Personnel Assistant (SPA) Examination, 2021 due to 40 incorrect questions issues in RT test in the Steno section.
Tana Tara said, " AAPSU and ANSU to be made part of the investigation processes by being in direct coordination with CBI Investigations, Enforcement Directorate Investigations and Independent Judiciary inquiry"
" A mechanism for One-Time Age relaxation provisions for the candidates in a particular examination anytime, whose age bar is affected by the inordinate delays in the recruitment processes conducted by APPSC.
"No examination-related proceedings are to be initiated by APPSC until the complete overhaul of APPSC" added Tara.
Further, he added that "All the pending examinations are to be endorsed to Union Public Service Commission (UPSC) to conduct these examinations with necessary changes like region-specific syllabus, question patterns, cut-off marks, etc inthe interest of Arunachal Pradesh and the Answer keys and award sheets of all the recruited/selected candidates from 2004 onwards must be made accessible on demand.
Taking strongly on the accused, Tara said, "The assets and properties (movable & immovable) of all the incumbents including the office staff and their income details of APPSC since 2004 must be thoroughly investigated and if there is any mismatch in the comparisons, then the disproportionate assets must be seized and immediate appropriate actions must be initiated against the culprits"
He also said, "The CBI Investigations and ED Investigations must be completed within 45 days and the independent judiciary inquiry must be completed within 30 days from the date of receipt of this representation."
Having put forward its demands and resolution before the government of Arunachal Pradesh the student bodies have displayed an exemplary and outstanding aura of leadership, however, the aspirants wait silently for the day when justice is served and normalcy is brought back to life in the most decorated Institue of Arunachal Pradesh.
President AAPSU and ANSU conveyed that with these firm resolutions and convictions, the union body expects the good office to reciprocate the matter with the same seriousness and immediately fulfill the needful, but the question is __will justice be served to the genuine aspirants, considerating the fact the the mosts decorated temple of recruitment institute has time and again annihilated their spirit of competition in the past several years? "Will the trust that has been lost be mended again"?
